What is a SELPA?

In 1977, all school districts and county school offices were mandated to form consortiums in geographical regions of sufficient size and scope to provide for all special education service needs of children residing within the region boundaries. Each region, Special Education Local Plan Area (SELPA), developed a local plan describing how it would provide special education services.

What is a Community Advisory Committee?

In California special education, a Community Advisory Committee (CAC) is a legally mandated group that advises the Special Education Local Plan Area (SELPA) and its governing board on matters related to special education. CACs are composed of parents of students with disabilities, educators, students with disabilities, and community members, ensuring diverse perspectives guide special education policies and practices.
